This article discusses the phenomena that play an important role in the distribution of power within international relations, emphasizing the environmental variables as new factor tending to modify such distribution. Historically, the global distribution of power was marked by the possession of natural resources, economic and military, these conditions are crisscrossed during the greater part of the story. & n bsp; & nbs p; From the appearance of nuclear weapons and, in particular, of the cold war, mankind lived at the mercy of uncertainty generated by this conflict. In this sense, the possibility of a nuclear war rested upon some officials of those States which possess these weapons. Just a mistake would have triggered the catastrophe. However, the final decision resided in (seemingly) rational actors, which meant a process and decision making strategy.
Within this reality, it should be pointed out that they holders the possibility of the use of this technology, were those who had developed it. This type of phenomena (possession and possibility of use of nuclear weapons) can conceptually classified as first generation phenomena. In this context, the analytical frameworks focused on rivalries ideological politician (East West) and their variables addressed in greater or lesser degree the possession of military and economic resources. With the advent of globalization and the end of the confrontation between the two blocs, envisioned new scenarios with seemingly different countries security challenges. Firstly, both the dismemberment of the Soviet Union and its consequences (reappearance of nationalism contained, secessions, military technology transfer towards developing countries, multiplication of failed States) as well as the spread of international terrorism, presented a global view marked by the uncertainty about new threats. Under this line, links between international terrorism, weapons of mass destruction and failed States were (and still are) the main focus of attention of the countries that suffered the scourge of terrorism in particular, and the international community in general.
